How it works

The RFI workflow supports an internal requester and an eligible addressed responder, a review of holdings, an exact-evidence answer and explicit nil, refusal or referral outcomes. The requester records closure.

Boundaries

A changed question requires reissue rather than silently applying an old answer. A new collection plan cannot originate directly from an RFI; additional collection is represented through a separate accepted requirement.
