How it works
Collection resources are recorded with their capacity and reserved against tasking priorities from Direction. Conflicting or over-committed demands are surfaced to the planner, who reassesses deliberately and records the decision.
Boundaries
Conflicted capacity blocks the reservation rather than silently overbooking it. Replanning appends to the record; what was already observed is never erased.
